Benefits Manager

The hiring organization is a community-based organization whose mission is to provide safe, affordable housing with supportive services within a residential setting which enhances the independence and dignity of each person. This organization develops, manages, and provides housing for low-income older persons, individuals living with serious mental illnesses, homeless individuals and families. Today they house over 2,500 people in 30 buildings.

JOB SUMMARY
The Human Resources Benefits Manager is responsible for the benefit administration of all benefit program to including employee communication, day to day benefit administration and working closely with our HR Partners, Payroll, Health Benefits Broker and other external partners to manage existing benefit programs as well as the research and proposal of annual renewal changes.

RESPONSIBILITIES

Project Management

  • Managed Request for Proposal, project scope, timelines, cost, risk, coordination with vendors and internal stakeholders, and communications throughout the project lifecycle.

Vendor Management

  • Oversee the vendors responsible for administering health insurance, commuter benefits, flexible spending accounts (FSA), HRA, retirement plans, tuition waivers, and other benefits perks.
  • Managing relationships with Health Benefits Broker, as part of the role in administering an organization's benefits program.
  • Manage interaction between external vendors and internal resources to establish and improve relationships.
  • Partnered with vendors to review and analyze plan experience, cost, employee needs, trends, regulations, and practices to develop competitive programs and services to meet the organizations goals.

Benefits Management/Administration

  • In partnership with the Managing Director of Human Resources, lead the overall design, Request for Proposal (RFP) and vendor selection for health and welfare, disability, worker’s compensation, 403(b) retirement plans and financial advisor.
  • Lead the implementation and administration of the health benefits programs, including group health, dental, vision, short-term and long-term disability, life insurance, voluntary benefits, EAP. And worker’s compensation.
  • Administer 403(b) retirement plan in partnership with third party recordkeeper and financial advisor.
  • Partner with Health Benefits Broker and Managing Director of Human Resources to develop benefit plan design for annual renewal.
  • Lead the annual enrollment process including but not limited to updating benefits portal when plans and rules changes, coordinating benefits fairs with broker, approving marketing plan offerings, and training HR Partners.
  • Coordinate annual 403(b) audit with internal and external stakeholders.
  • Maintains and distribute benefits information to inform employees of benefits programs (i.e., ADP, new hire orientation presentation, benefits guide, and the organizations website).
  • Processed benefits invoices, managed interface files to carriers and reconciled discrepancies.
  • Collaborate with the Payroll and HR teams to ensure employee information is accurate and entered in a timely manner for benefits processing.
  • Ensure compliance with applicable regulatory requirements and ensure all employer filings are completed on a timely basis.
  • Prepare and submits all government-mandated benefit related reports.
  • Lead benefit initiatives and promote benefits programs that increase employee engagement such as benefits fairs, retirement planning events etc.

Wellness Management

  • In collaboration with Managing Director of Human Resources design and manage Wellness Program, focusing on quantifiable programs which help minimize company medical costs while enhancing overall wellbeing of company team members. Program focus: Physical, Mental and Financial health of employees.

PHYSICAL REQUIREMENTS (IF APPLICABLE)

  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift up to 10 pounds at a time.
  • Travel within our sites, as needed

COMPETENCIES/SKILLS

  • Strong analytical skills and ability to interpret and communicate data.
  • Excellent time management skills and ability to plan and set priorities.
  • Excellent verbal and written communication skills.
  • Ability to interface and communicate effectively in a clear and concise manner with all levels of employees, managers, consultants, and advisors.
  • Collaborative and ability to work effectively in a team environment.

EXPERIENCE & EDUCATION

  • 4-year degree from an accredited college or university in Human Resources, Business Administration or related field.
  • A minimum of 6 years of benefit experience
  • Professional designations preferred – SHRM -SCP, SPHR and CEBS.
  • Demonstrated knowledge of employee health and wellness programs including processes, procedures and benefit contract language
  • Knowledge of all pertinent federal and state regulations, filing and compliance requirements both adopted and pending affecting employee benefit programs, including ERISA, COBRA, FMLA, ADA, ACA, SECTION 125, Workers
  • Compensation and 403(b) retirement plans.
