Benefit Trust Fund Director

The IAM Benefit Funds (“Funds”), located in Washington, DC, are currently seeking an experienced Benefit Trust Fund Director (“Director”) to oversee all aspects related to the administration of the National IAM Benefit Trust Fund (“BTF”). The BTF provides participants with medical, prescription drug, dental and vision plans, and additional health benefits. This is a hands-on position that requires an experienced healthcare professional who can excel with minimal direction. The ideal candidate will be a flexible team player who processes a deep knowledge of health benefits, eligibility, customer service, and the ability to develop and manage all areas of the BTF. The Director is required to work in the office on a full-time basis.

The Director, along with a staff of 12 other professionals, is responsible for the administration of heath benefits for more than 27,000 lives, ensuring compliance with all plan documents and relevant local, state, and federal statutes, regulations, and requirements. The Director advises the Executive Director on all BTF related matters, participates in the Funds’ planning process, develops and implements strategic initiatives, and oversees BTF staff and vendors.
With nearly 600,000 active and retired members, the International Association of Machinists and Aerospace Workers (the “IAM”) is one of the largest and most diverse labor unions in North America. From Boeing and Lockheed Martin to United Airlines and Harley-Davidson, you will find IAM members across all walks of life. The IAM National Benefit Funds are multiemployer benefit plans that were established pursuant to collective bargaining agreements between signatory companies and the IAM, and provide pension, health and 401(k) benefits to approximately 85,000 active members and 100,000 retired members of the IAM.

Key Responsibilities

• General: Oversees the daily operations of BTF’s functions to ensure financial and operational accuracy and compliance. Serves as a trusted advisor to the Executive Director, other directors, managers, and staff on BTF policies, compliance, procedures, and best practices.
• Strategies, Policies, and procedures: Designs, implements, and promotes BTF programs, policies, and procedures. Develops strategies to enhance BTF operations and services. Participates in strategic and business planning processes and the implementation of goals and objectives of the Funds.
• Leadership: Directs, motivates, and evaluates bargained and non-bargained staff ensuring policies, procedures and standards of operation are met and adhered to. Mentors and provides support and feedback to staff to enhance performance and productivity. Conducts regular staff meetings to keep apprised of day-to-day operational and staff issues.
• Relationships: Maintains effective relationships with participants, dependents, internal IAM staff, collective bargaining parties, advisors, vendors, and others on behalf of BTF. Works with outside professionals on service issues, new group proposals, and annual renewals.
• Communication: Involvement with the development of educational materials, newsletters and other publications regarding benefits related to BTF. Prepares reports for and participates in Board of Trustee meetings.
• Financial: Develops and monitors annual budget for the BTF. Works with Fund Auditors and Accounting department on financial and payroll audits and to establish procedures to ensure sound internal controls. Reviews Unaudited Income and Expense Reports. Maintains internal procedures to ensure adequate and accurate cash flow and timely investment of monies.
• Industry Knowledge: Maintain the professional knowledge and skills required to perform all assigned responsibilities, including identifying trends, new benefits, regulatory changes, and best practices that govern, affect, or impact BTF. In-depth knowledge of benefits plan design and administration. Understanding of budget management, and non-profit organization compliance.
• Regulatory Compliance: Ensures compliance to government regulations, plan benefits are paid in accordance with plan documents, all government filings are completed as required, and documents and notices are distributed timely to plan participants.
• Privacy: Assumes the role of Privacy Officer and ensures compliance with HIPAA regulations.

Requirements
The ideal candidate will meet the following requirements:
• Work Experience: Minimum of seven (7) years of experience demonstrating increased responsibility in health care administration and compliance required. Experience working in a labor environment preferred.
• Educational Background: Bachelor’s degree in related field or equivalent work experience required; advanced degree or CEBS certification preferred.

Special Skills or Credentials:
– Experience in Taft-Hartley or collective bargaining environment strongly preferred.
– Knowledge of health plan administration and compliance is required, including familiarity with ERISA, DOL, IRC, HIPAA, ACA, and other government related/ legislative regulations.
– Ability to demonstrate an understanding of the operations of National IAM Benefit Trust, health policy trends, and any applicable regulations related to the functional area.
– Demonstrated leadership skills with a proven “hands-on” managerial style. Ability to manage and lead Fund personnel through influence and collaboration.
– Strong decision-making and organizational skills with the ability to optimize the use of all available resources, execute process improvement measures and deliver on multiple priorities.
– Excellent interpersonal and communication skills, including the ability to interact with staff at all levels of the organization as well as Trustees, outside professionals and service providers.
– Ability to act with a high degree of autonomy and to be able to anticipate issues and present alternatives to the Executive Director and Boards of Trustees.
– Knowledgeable of current technology and benefits administration systems.
– Ability to conduct quantitative and qualitative analysis and interpret findings.
